Where this doesn't work.
Invoice Forever makes an invoice in most countries. In 9 it can't, and pretending otherwise would cost you more than the software saves. In some of them the law regulates the invoicing software itself; in others an invoice only becomes an invoice once a state or licensed platform has handled it. Either way I am not going to sell you something that leaves you non-compliant.
The short version
If your business is established in Spain, France, Greece, Croatia, Hungary, Italy, Poland, Portugal, Romania, you can read every guide on this site, build estimates, and invoice clients there from a business established somewhere else. What you can't do is use Invoice Forever as the system that issues your own invoices in those countries.
The test is where you are established, never where your client is. A Dutch freelancer invoicing a Spanish customer is unaffected. An autónomo in Valencia is not.
Countries where the software itself is regulated
Here the law reaches the invoicing tool, not only the business using it: the software has to meet a statutory standard, and in Spain and Portugal whoever supplies software that doesn't can be fined. Invoice Forever doesn't meet those standards.
Spain
Spain requires invoicing software to keep tamper-proof, hash-chained records with a QR code on every invoice, and it fines whoever produces or markets software that doesn't. Invoice Forever doesn't meet those requirements, and I haven't filed the declaración responsable the rules ask of a producer, so I can't offer it to a business established in Spain.
Estimates and quotes are not invoices, and if you are established outside Spain you can invoice Spanish clients here as normal.

Hungary
Hungarian invoicing software must send each invoice's data to the tax authority (NAV Online Számla) the moment it's issued, and the decree puts duties on whoever supplies that software too. Invoice Forever doesn't report to NAV, so it can't issue your Hungarian invoices.

Portugal
Portugal requires any business that invoices with software to use a program certified by the Autoridade Tributária, and it fines trading in non-compliant invoicing software as well as using it. Invoice Forever has no AT certification, so it can't issue your Portuguese invoices.

Countries where a platform has to handle the invoice
Nothing here is aimed at the software vendor. The problem is simpler: an invoice only counts once a state or licensed platform has cleared or transmitted it, and Invoice Forever can't do that for you. France is the one case with a lead time: smaller businesses may issue their own invoices until September 2027, and I've chosen not to offer the tool there in the meantime.
France
Since 1 September 2026 every business in France must be able to receive e-invoices through an approved platform (plateforme agréée), and large and mid-sized companies must issue them through one; smaller businesses follow on 1 September 2027. Invoice Forever is not an approved platform, so I don't offer it to businesses established in France.

Greece
Greek B2B invoices must be issued through an e-invoicing provider licensed by AADE or through AADE's own free app: for large businesses since 2 March 2026, and for all others from 1 October 2026. Invoice Forever is not a licensed provider.

Croatia
Since January 2026 VAT-registered businesses in Croatia must issue invoices to other businesses as structured e-invoices through certified intermediaries, reported to the Tax Administration as they're issued; other businesses follow in 2027. Invoice Forever is not a certified intermediary.

Italy
Invoices between parties established in Italy go through the Sistema di Interscambio in FatturaPA format (since 2019, and for flat-rate taxpayers since 2024), and an invoice doesn't count as issued until it has been sent to SdI. Invoice Forever can't transmit to SdI on your behalf.

Poland
Polish invoices must be issued through KSeF, the national e-invoicing system: an invoice counts as issued on the day it's sent there, in the FA(3) format. Invoice Forever doesn't submit to KSeF, so what you download here wouldn't be the legal invoice.

Romania
Romanian invoices between businesses must be cleared through RO e-Factura at ANAF within five working days of issue, and invoices to consumers are reported there too. Invoice Forever doesn't connect to e-Factura, so it can't produce a compliant Romanian invoice.

What I'm not claiming
I am not a tax adviser and this page is not legal advice. The rules behind it move quickly and several of the deadlines above have already been postponed once. Each entry names the rule it rests on, the date I checked it and the source I used, so you can verify it rather than take my word for it. If one of them is wrong, or a country belongs on this list and isn't, tell me and I will fix it and say so in the changelog. On 11 September 2026 I took Denmark off the list: its Bookkeeping Act regulates the bookkeeping system, not the tool an invoice is made with.
This list will get longer, not shorter. Most of the EU is heading toward mandatory structured e-invoicing under ViDA. Where a mandate is satisfied by a file you send yourself, Invoice Forever's EN 16931 export can meet it. Where a mandate requires a certified vendor or a state platform, it can't, and this page is where that will be recorded.
Why I don't just get certified
Certification in most of these countries means a legal presence, an audit and an annual cost per jurisdiction. Invoice Forever is free and funded by donations, so I would rather be honest about these countries than quietly non-compliant in all of them. If that changes, it will change here first.
Everywhere else, it's free.
